It is hereby announced for the information of the general public, particularly Deltans that the Nigeria Hydrological Services Agency (NIHSA) has warned that fresh flooding is imminent in Delta, Anambra, Bayelsa, Kebbi, Niger and Kogi States which magnitude is comparable to that of August 29, 2012.
Nigeria Hydrological Services Agency and NEMA’s warnings of imminent flooding are predicted on the alert raised by the Niger Republic River Basin Authority (NBA) that the dam at that end is already full and this gives cause
for serious concern.
Also, the rivers downstream and dams in Nigeria, especially in Benue, Lokoja and Kebbi States are also full and the Kanji and Jebba dams have started spilling water which will find its ways to the Atlantic Ocean through the River Niger and its tributaries.
Communities in Delta State will most certainly be affected by flood especially communities along the banks of River Niger.
Local Government Areas most prone to flooding are Oshimili South, Oshimili North, Ndokwa East and West, Isoko North and South, Ughelli South, Burutu, Bomadi, Patani, Aniocha South, Sapele, Warri North and South and Udu Local Government Areas.
In view of the predictions and the warnings by the Nigerian Metrological Agency (NIMET) and National Emergency Management Agency, the Delta State Ministry of Environment, has by this announcement advised people living in river banks and low land areas to move to higher lands or places of safety.
Accordingly, authorities of Local Government Councils in the State, traditional rulers, community and opinion leaders are advised to step up preparations against the flood prediction to reduce the level of destruction of properties and avoid loss of lives.

President Buhari along with his wife and daughter have left Abuja to China where the President is expected to participate in a summit.

He is visiting China to participate in the 7th Summit of the Forum on China-Africa Cooperation (FOCAC) scheduled to hold September 3 – 4, 2018 in Beijing.
According to a statement by the President’s spokesman, Femi Adesina, Buhari’s first
engagement in the country will be an interactive session with the Nigerian Community in China at the Nigerian Embassy.  He is also expected to deliver his remarks as the current chairman of ECOWAS at the “High-level Dialogue between Chinese and African leaders, business representatives and African entrepreneurs.”

Adesina in the statement said the President will be accompanied to Beijing by his wife, Aisha, to participate in a Spouses’ Programme on China-Africa at the Great Hall of the People, under the theme, ‘‘Joining Hands for a Future of AIDS.’’  

Also on the President’s entourage are Governors Mohammed Abdullahi Abubakar, Akinwunmi Ambode, Mohammed Badaru Abubakar and Rochas Anayo Okorocha of Bauchi, Lagos, Jigawa and Imo States, respectively. Others are Senators Abdullahi Adamu, George Akume, Godswill Akpabio and Aliyu Wamakko representing Nasarawa, Benue, Akwa Ibom and Sokoto States.

Delta South Senatorial aspirant on the platform of All Progressives Congress, APC, Barr. Irone Rita Begho, has called on the Director-General, Department of State Services, DSS, Matthew Seiyefa and the National Security Adviser, NSA, Babagana Monguno to investigate the recent statement credited to the lawmaker representing Delta South Senatorial District at the National Assembly, Senator James Manager, wherein he reportedly vowed according to Saharareporters that he would rather die, than allow an Itsekiri person to succeed him as senator.

Barr. Begho in the swift petition addressed to the NSA and DSS DG, noted, “My immediate reaction to this was that the Distinguished Senator as a lawyer and long serving member of the highest law making organ in Nigeria, may not have said so but given the credibility of some of the media that reported it, I consider it imperative not to wave it aside”.


She argued that it is important for Senator James Manager to immediately and overtly refute the statement if he never said so, stressing that such clannish and un-statemanly comment is capable of causing disaffection amongst the constituents.

“By the end of his tenure in 2019, Senator James Manager would have spent 16 years in the Senate and this is unprecedented in Delta State and many other states of the federation. With or without any debate as to how he has performed, it is only fair for him to step aside, especially as there are persons of other ethnic nationalities and persons of different sexes in the Senatorial District. The average man of today would hardly live beyond 100 years and if 16 out of the 100 years, he has enjoyed the privileges of occupying such a position, then he must consider himself extremely lucky and part of the gratitude he can show to God and humanity is to step aside and not to ascribe to himself the role of God” She contended.

The Senatorial hopeful posited that for a state as volatile as Delta, such statements will always be counter-productive. “As a lawyer of over 32 years post call experience, I cannot allow comments like these to go unattended to, because of their potentiality for crisis especially as it affects elections. We need all the ethnic groups in the Senatorial District to take it to the Promised Land; inclusiveness is the way to go” She submitted.

Barr. Begho who has already commenced her consultations with the constituents of the Senatorial District, is a direct child of Late Chief E.NA. Begho, the then Iserigho of Warri Kingdom and a renowned nationalist leader.

She added, “as a people, Delta South Senatorial District is viewed as educationally advantaged, we should be seen as encouraging gender participation in governance by at least once in a while supporting women. There is no better time to ask for a woman Senator than after more than sixteen years of uninterrupted male domination in the Senatorial District. I am not presenting myself to you simply because I am a woman, but because the job at hand is one that requires good knowledge of lawmaking processes, solid educational exposure, vast national and International contacts and above all, the deep love and loyalty to the people, all of which I believe I have in abundance”.

This will shake the politics of Delta State, now that the political table is broken, there is bound to be rearrangement. The immediate past governor of Delta State, Dr. Emmanuel Ewetan Uduaghan has formally announced his defection from the Peoples Democratic Party (PDP) to the ruling All Progressives Congress (APC). 

 Uduaghan, a founding member of the PDP and Delta South Senate aspirant in 2019 confirmed his defection at a meeting of the APC’ national caucus held at the Presidential Villa in Abuja on Tuesday. The meeting was attended by leaders of the party including national officers, state governors, former state governors, ministers and National Assembly members. 

Speaking on reasons for his defection, Dr. Uduaghan in a statement entitled “MOVING ON TO THE BIGGER PLAYING FIELD” and sent to this newspaper by his spokesperson, said with his desire to attract development and bring a permanent solution to the Niger Delta crisis, the APC is the only platform he can achieve his aims for the region judging from its progressiveness and the leadership style of the president, Muhammadu Buhari.

The toughest challenge for any leader in the Niger Delta since 1997 has been the issue of Peace and Security. For over 12 years, I was deeply involved in the management of the issues of the region, first as Secretary to State Government, SSG, and then as Governor of Delta State for 8 years. Strategically, we had ENGAGEMENT as our major tool. This involved government officials, with me in the forefront (sometimes personally going into the creeks without security at nocturnal hours), community leaders, traditional rulers, religious leaders, our youths, retired military officers, activists, etc. Of course, ensuring that Delta State Oil Producing Areas Development Commission, DESOPADEC, was active was also part of the engagement process. 

Encouraging Interests, Activities 

Since the inception of the current All Progressives Congress, APC, administration at the federal level, there has been an encouraging interest and activities by President Muhammadu Buhari to bring a permanent solution to the Niger Delta crisis. This has pointed in a direction that is at once progressive and developmental. 

Topmost in these activities are the ENGAGEMENT PROCESSES. Rather than using the military to harass our people, the Buhari administration has embarked on various engagement processes that have led to agreements and brought hope to the people of the Niger Delta. 

In the last years, Mr. President has personally engaged several regional leaders and youths. Senior officials of his administration also engaged many Niger Delta leaders and youths. Very significant is that Mr. President mandated the Vice President Prof Yemi Osibajo SAN, to visit virtually all the oil producing states, engaging various stakeholders. This is unprecedented in the history of the region. Such engagement processes have brought some measure of peace in the Niger Delta. Things can only get better. 

Beyond the engagement processes, however, the Buhari administration has embarked on some infrastructural and human capital development activities in the region. In Delta State, the opening of a Maritime University; the setting up of a steering committee for the EPZ (GAS CITY), the plan for a deep sea port, the dredging of the Escravos-Warri River; the opening of the railway line to Delta Steel Company, the soon to be flagged off, by Mr. President, the Omadino-Escravos Road that will pass through many riverine communities; the various road construction works by the Niger Delta Development Commission (NDDC), the various TCN projects across the State are some of the positive activities in the region. 

There are also various human capital development programmes especially the school feeding and the “social security net” that is making 5,000 Naira available to the poor, the continuation of the YouWin programme, the various SME programmes, and several other projects across the region have brought hope to the people. Indeed, once Mr. President was able to set his priorities pursuant to creating an environment for peace in the region, it became incumbent on every well-meaning Niger Deltan and Nigerian to assist the process of building an economically prosperous nation. In this era of partisan politics, it is necessary for the people of the Niger Delta, and Delta State in particular, to identify more with the Federal Government led by the APC. By so doing, we can push some of the agreements between our leaders and the Federal Government through, and also engage the government to do more. 

Politics is about interests. The Niger Delta is a major area of interest for me, because I staked my life going into the creeks severally without security and sometimes coming back at night negotiating peace. I will, therefore, give the strongest support to any President that shows commitment in the affairs of the Niger Delta. I call on, and enjoin, other well-meaning leaders in the region, who have very useful contributions to make, to come on board and join hands in helping this Federal Government to pursue a robust development agenda that would uplift our people. Whatever milestone that appears not to have been achieved yet is not for lack of efforts. Joining hands with and supporting the process will lead to a faster delivery on expectations. 

It is in the pursuit of this noble objective that I’m offering myself to help drive a process that would give the lives of our people in the Niger Delta more meaning. President Muhammadu Buhari needs people who will join hands with him to uplift our people. From my political experience, you have to be well represented and actively so at the “board room” when decisions are being taken. Delta State must be well represented. Niger Delta must be well represented. It is noteworthy to state that some organisations have been deeply involved in efforts to develop the Niger Delta and can always be relied on to collaborate with our President. It is also noteworthy to add that some previous administrations made significant efforts to develop the region. The current administration made such a significant impact in spite of the fact that apart from Edo State, President Buhari did not score the required 25% in the entire Niger Delta in the election that brought him into government in 2015. 

This speak volumes of his genuineness to uplift the Niger Delta. Such an administration should be encouraged by the people of the Niger Delta. We can never be sure of the genuiness of another person who becomes the President. I have, therefore, after series of consultations and prayers, taken the decision to leave the PDP and join the APC. In doing this, I want to thank the numerous leaders, supporters and interest groups that have been urging me to remain in PDP. I am happy that after explaining some of the deeper issues to you, some of you that are politicians have agreed to join the APC in the near future. So I am going into APC as “John the Baptist” to the numerous Deltans that are coming in, soon – very soon. God bless you all.

This report details the mind-boggling debt profile of different states in Nigeria with the commercial capital topping the charge.
Lagos State, the commercial nerve-center of Nigeria, has retained its position as the state with the highest foreign debt in the country, with a foreign debt put at 1.45 billion dollars as at June 30.

A document obtained by the News Agency of Nigeria, NAN, from the Debt Management Office (DMO), on Wednesday in Abuja, titled: ‘States, Federal Capital Territory (FCT) and
Federal Governments’ External Debt Stock as at June 30, 2018,’ also detailed other states’ external debts.
The document also stated that the external debt stock of the entire nation stood at 22 billion dollars with the Federal Government incurring 17.8 billion dollars, while the states and the FCT owed 4.28 billion dollars.

This means that the Federal Government accounts for 81 per cent of the country’s external debt, while the states and the FCT account for 19 per cent.
The News Agency of Nigeria (NAN) reports that as at Dec. 31, 2017, Lagos State also had the highest foreign debt portfolio 1.47 billion dollars, but the figure reduced to 1.45 billion dollars by June 30.

Following Lagos in a distant second is Edo, which incurred 279 million dollars. Others are Kaduna, 232.9 million dollars; Cross River, 193.7 million dollars; Bauchi, 134.9 million dollars and Enugu, 127.9 million dollars.
According to the DMO, other top debtors are Anambra owing 107.4 million dollars; Oyo, 106.34 million dollars; Ogun, 105.3 million dollars; Osun, 101.5 million dollars and Abia with 100.2 million dollars.

Following closely are Ekiti with 97.9 million dollars; Ondo with 81.4 million dollars; Rivers, 79.5 million dollars; Ebonyi, 67.9 million dollars; Kano, 65 million dollars; Katsina, 64.7 million dollar and Delta, 63.8 million dollars.
The statement also revealed that Imo incurred 61.2 million dollars; Nassarawa, 61.4 million dollars; Adamawa, 57.8 million dollars; Niger, 55.7 million dollars; and Bayelsa with 57.2 million dollars.

Others are Akwa Ibom with 48.3 million dollars; Kebbi, 46.7 million dollars; Kwara, 49.8 million dollars and Sokoto with 40.2 million dollars.
States with the lowest debt portfolio include Taraba, with 22.1 million dollars; Borno, 22.2 million dollars; Yobe, with 28.4 million dollars and Plateau with 29.6 million dollars.
Others are Kogi, with 32.37 million dollars; Jigawa, 32.80 million dollars; FCT, 32.83 million dollars; Zamfara, 34.2 million dollars; Benue, 34.7 million dollars and Gombe, 38.5 million dollars.

FIM reports that the Director-General of DMO, Ms Patience Oniha, had at a media conference on Aug. 14, said as at June 30, the nation’s public debt stock increased marginally by 3.01 per cent from that of Dec. 2017.
“One of the beneficial outcomes is the rebalancing of the debt stock, the ratio of domestic debt to external debt inching towards the target of 60:40 and the target of 75:25 between long term domestic debt and short term domestic debt.

According to the figures for June 30 released by the DMO, the ratio between domestic and external debt stood at 70 to 30 compared to 73 to 27 in Dec. 2017.
Oniha said the ratio of 60 to 40 was important to ensure that the nation was not 100 per cent indebted externally, and that it was also easier to raise money domestically.
Oniha also said the Federal Government had been borrowing from the external debt market to refinance maturing local debts because of the lower interest rates obtainable from foreign sources.

The Delta South Political landscape took on a new look on Tuesday, the 28th of August 2018, as Mrs. Rita Irone Begho, the daughter of Late Chief Elliot N.A. Begho(Iserigho of Warri Kingdom), with her entourage, went on a consultation visit to solicit the blessing of His Majesty, Olu of Warri, Ogiame Ikenwoli, in his palace. 
The monarch who said his blessing for politicians seeking elective positions is free and does not solicit monetary gains , however emphasized the need for politicians to always ensure that they keep in touch with their root .

“I often tell our sons and daughters who are well placed and well exposed , not to forget their roots and return to develop their land”.

The monarch, who described Solicitor Begho as qualified and competent looking at her CV, however admonished her to follow the footsteps of her father , Late Chief E.N.A.Begho (a prominent Itsekiri chief) who left a good legacy.

“Your CV shows you are competent and capable. All you need is my blessing; you don’t have a problem, but you must be ready to face other qualified contestants because at the end , only one person must emerge . ” Ogiame, said.

Mrs. Irone Rita Begho, a senetorial aspirant for Delta South Senatorial District on the platform of the All Progressive Congress (A.P.C.) is also a Barrister and Solicitor of the Supreme Court of Nigeria with over 32(thirty-two) years of post-call experience. She is also experience in Peace Building and Conflict Management; having acquired both local and international trainings in the field. Making her a socio-economic development expert.


Her Bachelor of Law(LLB) degree is of the University of Jos, Plateau State of Nigeria(1985), Bachelor at Las(BL)Nigerian Law School(1986), Masters in Transactional Business Practice of the University of the Pacific, McGeorge School of Law Sacramento, California, USA(1990)


She retained several public offices and served as Entrepreneur, Maritime Consultant and Administrator. She served as a commissioner on the Board of the Revenue Mobilization Allocation & Fiscal Commission of the Federal Government of Nigeria and provided the needed support for the Senatorial District in its struggle for resource control on the basis of ethnicity. She gave the needed the much needed access for the people of this District to the Presidency and provided strategic guidance and support for more many of such agitations. She occupied the position of Director, Delta State Development and Property Authority (DDPA) Housing Estate, Director, Federal Ministry of Water Resources, Benin/Owena River Basin Authority.

In 1999, she was engaged in development work by the United Nations Industrial Development Organization(UNIDO), Vienna, Austria.

When asked what prompted her to join the race, she has this to say:

“I am driven by the strong desire to contribute my quota more effectively to the development of Delta State and Delta South Senatorial District in particular. There is the need for a pradigm sift in the development strategy of the region given its enormous human and material resources, without any real impact on the lives of the people who ought to be the critical stakeholders in a democracy like ours. this calls for a keen attention.”

“I am joining the political race because the job at hand is one that requires good knowledge of law making processes, solid educational exposure, vast national and international contacts and above all I have deep love and loyalty for the people in Delta South Senatorial District”

She has contributed immersely to the rehabilitation and motivation of youths especially in the area of addressing drug abuse and misuse of substance, admission placement, promotion of culture and tradition in higher institutions, I.T. placements, etc.

Mrs. Irone Rita Begho, who arrived the palace with her supporters, promised to collectively correct the massive infrastructural and human capacity development deficit in the district if given the mandate.
